Why Are Beauty Product Exports to Indonesia Booming?
Indonesia's beauty market reached $9.72 billion in 2025, growing at over 7% annually. The expansion of the middle class, social media influence,
and rising skincare awareness are the key drivers. Growth is well above the global average, and Chinese brands are accelerating their entry.
Required Documents
Commercial Invoice – product name, brand, specifications, quantity, unit price, and total value must be clearly stated
Packing List – details per carton, including dimensions and weight
Bill of Lading (B/L) – telex release recommended for faster customs clearance
Certificate of Origin (FORM E) – for tariff benefits under the China-ASEAN Free Trade Agreement
BPOM Registration Number – mandatory for all imported cosmetics
Import License (API) – held by the Indonesian consignee
The "Four Hard Thresholds"
1. BPOM Certification – The Mandatory Entry Ticket
All imported cosmetics must be registered with BPOM (Indonesia's Food and Drug Supervisory Agency) and obtain a distribution permit number. The process takes 2 to 4 months,
requires testing in an Indonesia-accredited lab, and the certificate must be held by a local Indonesian company, valid for 3 years. No BPOM number = no customs clearance.
2. Halal Certification
Indonesia's Muslim population accounts for 87%. The mandatory deadline for Halal certification for cosmetics is October 17, 2026.
Ingredients and production processes must meet Halal standards, audited by an officially recognized body. It's already not too early to start.
3. Import License (API)
The consignee must hold an API license, NPWP tax number, and NIB business ID. Individuals cannot clear customs.
4. Labeling & Ingredient Restrictions
Labels must be in Indonesian, including product name, ingredients, usage, expiry date, BPOM number, and Halal mark. Indonesia bans 26 cosmetic ingredients,
with extra restrictions for whitening products.
Packaging:
Liquids – sealed caps + bubble wrap + double-layer packaging
Powders – shock-proof materials + reinforced corners
Creams – watch out for high temperatures in summer shipping
Bottled products – individual compartments + mark "This Side Up"
Shelf Life Management:
BPOM requires at least 12 to 18 months of remaining shelf life upon arrival. Less may result in rejection.
Ingredient Declaration:
All ingredients must be declared truthfully. Check banned ingredients list item by item. Alcohol or animal-derived ingredients require special Halal attention.
Document Consistency:
Product name, brand, specs, quantity, weight, and value must be fully consistent across all documents.
