Why Cable Shipments Need More Than a Freight Rate

Cables and wires may look like straightforward industrial cargo, but their shipping plan depends on technical specifications, regulatory scope, individual reel weight and the way the cargo can be handled at both origin and destination. A description such as “electric cable” is rarely enough for classification, SNI review or safe loading.

For an Indonesia freight forwarder, the most important work happens before cargo collection: matching the commercial description with the technical data sheet, checking whether mandatory SNI applies, confirming the final HS code with the importer, and ensuring that the packaging can withstand factory handling, trucking, terminal operations and ocean transport.

Common Cable and Wire Products Exported from China

1. Power Cables

Used for electricity transmission in buildings, factories, utilities, renewable-energy projects and industrial systems. Common variables include low, medium or high voltage; copper or aluminium conductors; PVC or XLPE insulation; armoured or non-armoured construction; and single-core or multi-core design.

· Low-voltage and medium-voltage power cables

· XLPE- or PVC-insulated cables

· Armoured power cables

· Aluminium conductor cables

· Fire-resistant and low-smoke zero-halogen cables

2. Building and Installation Wires

Normally used for fixed wiring in houses, offices, commercial buildings and factories. These products are often shipped in smaller coils or cartons, but their precise voltage rating, conductor size and insulation standard remain important for Indonesian compliance.

· Single-core building wire

· PVC-insulated wire

· Flexible electrical wire

· Grounding wire

· Twin-core and multi-core cable

3. Control and Instrumentation Cables

Used in control panels, automation systems, production lines and industrial equipment. The shipper should clarify whether the cable carries power, control signals or instrumentation data, and whether it is shielded.

· Industrial signal cable

4. Communication and Data Cables

These products include network, telephone, CCTV and coaxial cables. Classification can change when plugs, connectors or complete assemblies are fitted.

5. Fibre-Optic Cables

Fibre-optic cables are used in telecommunications networks, data centres and infrastructure projects. Important information includes the number of fibres, single-mode or multi-mode specification, indoor or outdoor use, armour and connector type.

6. Automotive Wiring Harnesses

A wiring harness can contain insulated wires, terminals, connectors, fuse boxes, protective sleeves and mounting parts. Customs classification should distinguish a finished wiring set from ordinary insulated wire.

HS Code Classification: Start with the Technical Data

Most insulated electrical conductors and certain optical-fibre cables are classified under HS heading 8544. The final tariff subheading depends on product construction and use, not simply the word “cable” on the invoice.

Information needed before confirming the HS code

• Conductor material: copper, aluminium, another metal or optical fibre

• Rated voltage and number of cores

• Coaxial or non-coaxial construction

• Whether connectors, plugs or terminals are installed

• Individual cable, assembled wiring harness or cable accessory

• Primary application and technical catalogue

 

Important: Indonesia normally uses a more detailed national tariff line than the six-digit HS examples above. The importer and customs broker should confirm the final tariff code before shipment, especially where the SNI scope is linked to a specific product description or tariff line.

Indonesia SNI Compliance

Indonesia Ministry of Industry Regulation No. 56 of 2024 applies mandatory Indonesian National Standards (SNI) to cable products within its scope and replaced the earlier 2014 framework. The regulation is listed as currently in force in Indonesia’s official BPK regulation database.

The BSN catalogue lists active cable standards covering, among other products, PVC-insulated cables up to 450/750 V, fixed-wiring cables, flexible cables and power cables for different voltage ranges. Examples include SNI 04-6629.3-2006, SNI 04-6629.4-2006 and SNI 04-6629.5-2006. The applicable standard must be matched to the exact product, not selected only from a general cable name.

Compliance questions the importer should confirm before cargo is released from China

• Is this model and HS code inside the mandatory SNI scope?

• Which SNI standard and certification scheme apply?

• Is a valid product certificate or SPPT SNI required?

• Must the overseas factory be audited or samples tested?

• What markings must appear on the cable, reel, carton or label?

• Is there any project-use, sample or other exemption, and is written approval required?

 

Do not rely only on CE, IEC, CCC or a Chinese factory test report. These documents can support the technical review, but they do not automatically replace an Indonesian mandatory SNI requirement. The importer should complete the compliance review before booking or cargo pickup.

Documents Commonly Required

· Commercial invoice and packing list

· Bill of lading and sales contract or purchase order

· Certificate of origin and FORM E when eligible

· Product catalogue and technical data sheet

· Cable construction drawing and conductor-material declaration

· Rated-voltage, core-count and insulation information

· Factory test report and relevant conformity documents

· SNI certificate or supporting Indonesian approval, when applicable

· Clear product, label, reel and outer-packaging photographs

· Importer licences and approvals required in Indonesia

Use a specific product description. For example: “PVC-insulated copper conductor power cable, four cores, 0.6/1 kV, without connectors” is much more useful than “electrical cable.” The description should be consistent across the invoice, packing list, technical data and declaration documents.

Packaging Requirements for Coils, Reels and Drums

Small Coils and Cartons

Small building wires and flexible cables are often packed in coils, plastic film or cartons. The packaging should be strong enough for stacking and should show model, conductor size, cable length, quantity and batch information. Palletising can reduce loose-piece handling during LCL transport.

Wooden or Steel Cable Reels

· Product name, model, cable length, gross weight and reel number

· Direction-of-rolling and lifting marks

· Manufacturer and country-of-origin details

· Sealed cable ends to reduce moisture entry

· Stable side flanges without cracks or protruding nails

· Forklift or crane access suitable for the individual reel weight

Solid-wood packaging: Wooden reels, pallets, cases and dunnage made from raw wood should be reviewed for ISPM 15 treatment and marking. Processed wood such as plywood is generally outside the ISPM 15 raw-wood scope, but the complete packing structure should still be checked.

Heavy Weight in a Small Volume

Copper cable can reach a high gross weight without filling the container volume. Check container payload, trucking restrictions, terminal weight limits and the permitted gross mass before loading. A booking based only on cubic metres can create an overweight container.

Uneven Weight Distribution

Heavy reels placed on one side or concentrated near the container doors can create an unsafe load. Distribute weight across the container floor and use suitable timber blocks, chocks, anti-slip material, belts, steel wire or bracing so that reels cannot roll or shift.

Forklift and Crane Requirements

Large drums may require a crane, long-fork forklift or reel-handling equipment. Confirm each piece’s dimensions, gross weight, centre-hole diameter, lifting points and the equipment available at the factory, warehouse and consignee premises.

Moisture and Container Condition

Inspect the empty container for holes, water stains, strong odour, damaged flooring and door-seal problems. Seal cable ends, use waterproof wrapping where needed and keep reels away from standing water. Photograph the container before and after loading.

High Cargo Value

Copper content can make cable shipments high-value cargo. Reduce unnecessary handling, control warehouse access, verify piece counts and reel numbers, and keep a complete loading-photo record.

LCL or FCL?

LCL May Be Suitable When

· The shipment consists of a few small coils, cartons or manageable pallets

· Every package can be safely handled by forklift or pallet truck

· The cargo is stackable or the non-stackable requirement has been priced

· The consignee accepts consolidation handling and the related transit time

FCL May Be More Suitable When

· The shipment includes heavy or oversized cable reels

· The cargo has a high total weight or high value

· The reels cannot be stacked and require dedicated floor space

· Blocking, bracing and loading supervision are required

· The importer wants to reduce repeated warehouse handling

For LCL cargo, always confirm stackability in writing. A large open reel, open pallet or non-stackable package may occupy more chargeable warehouse space than its measured volume suggests and may attract additional handling or dead-space charges.


Pre-Shipment Checklist

1. Receive the product catalogue, construction drawing and clear photographs.

2. Confirm conductor material, rated voltage, core count, connectors and intended use.

3. Ask the Indonesia importer to confirm the final HS code and SNI scope.

4. Review all invoice and packing-list descriptions for consistency.

5. Record every reel’s dimensions, gross weight, cable length and reel number.

6. Confirm stackability, lifting equipment and destination unloading arrangements.

7. Check solid-wood packing for ISPM 15 treatment and marks where applicable.

8. Select LCL or FCL based on handling risk, not only freight cost.

9. Arrange blocking, bracing, moisture protection and loading photographs.

10. Review the complete shipping-document set before vessel departure.
