However, moving solar panels is not simply a matter of booking container space. Photovoltaic modules are large, fragile, sensitive to pressure, and expensive to replace. A successful shipment requires careful coordination from the factory in China to the final delivery point in Indonesia.

Why China Remains an Important Source of Solar Equipment
China has a highly developed solar manufacturing supply chain covering:

At the same time, orders are often sourced from several factories. Solar panels may come from one supplier, while inverters, brackets, cables, and batteries come from others. This makes China-side consolidation, document checking, cargo inspection, and loading coordination especially important.
Are Solar Panels Dangerous Goods?
Solar panels shipped without batteries are generally handled as fragile general cargo, rather than dangerous goods.
However, the classification changes when a shipment includes lithium-ion battery storage. Lithium-ion batteries can fall under Class 9 dangerous goods entries such as UN 3480 for batteries shipped separately or UN 3481 for batteries packed with or contained in equipment. The battery specifications, packing method, watt-hour rating, transport mode, and carrier requirements must therefore be checked before booking.

For shipments that include batteries, the shipper may need to provide documents such as:
• UN38.3 test summary
• Material Safety Data Sheet
• Battery specification sheet
• Dangerous goods declaration, when applicable
• Transport identification or appraisal report
• Packing certificate and compliant labels
• State-of-charge information for air shipments

The solar panels and batteries should not automatically be treated as one general-cargo item. Each component must be reviewed separately before booking.
HS Code for Solar Panels
Under the Harmonized System 2022 nomenclature, photovoltaic cells assembled into modules or panels are generally classified under HS 8541.43 — photovoltaic cells assembled in modules or made up into panels.

The final Indonesian tariff code may include additional national digits. Classification may also differ for individual solar cells, inverters, mounting structures, controllers, connectors and cables, complete solar generating systems, and battery energy-storage systems.
The importer and customs broker should confirm the final HS code before shipment. The product description, model, rated power, material, intended use, and technical datasheet should all support the declared classification.
Documents Commonly Prepared for Import
A typical solar-panel shipment from China to Indonesia may require:
• Commercial invoice
• Packing list
• Bill of lading
• Sales contract or purchase order
• Product catalogue or technical datasheet
• Brand, model and wattage information
• Certificate of origin, when applicable
• Insurance certificate, if required
• Import permits or technical approvals, when applicable
When the goods qualify under the ASEAN–China Free Trade Area rules of origin, a Certificate of Origin Form E may support a preferential tariff claim. Eligibility must be checked against the applicable origin rules, HS classification and document requirements before issuance.
Indonesia’s import policies and commodity restrictions can change. Before cargo departure, the importer should verify its current licensing status and check the applicable requirements through the Indonesia National Single Window and the latest Ministry of Trade regulations.
Solar-Panel Packaging Requirements
Solar panels contain tempered glass, solar cells, aluminium frames, junction boxes and electrical connectors. Even when the outer carton appears undamaged, excessive pressure or impact can cause invisible microcracks that reduce performance later.

Strong export pallets: The pallets must be suitable for international transport and strong enough to support the full weight of the modules. Broken pallet boards or weak bases can cause the cargo to lean during loading.
Vertical module positioning: Modules should normally remain in the manufacturer’s approved vertical packing position. Changing the orientation or laying modules flat without confirmation may increase pressure on the glass and frames.
Corner and edge protection: Protective corners, cardboard guards and rigid outer boards help prevent strap pressure from damaging the cartons and aluminium frames.
Waterproof protection: Outer cartons should be covered with shrink film or another moisture-resistant layer. This is especially important during warehouse storage, trucking, port handling and transshipment.
Secure strapping: Straps must hold the cartons firmly without applying excessive localized pressure. Loose strapping can allow the panels to move, while over-tightened straps may deform the packaging.
Container Loading: Small Mistakes Can Cause Major Losses
Solar-panel containers require controlled loading rather than simply filling every available gap. Before loading, the container should be inspected for:
• Holes or water leakage
• Wet flooring
• Protruding nails or sharp edges
• Strong odours or contamination
• Damaged walls or doors
• Uneven or weakened flooring

During loading, pallets should remain upright and evenly distributed. Empty spaces should be blocked or braced to prevent movement during ocean transport. Heavy accessories, inverters or mounting materials should not be placed where they can press against the panel cartons.
Clear photographs should be taken of the empty container condition, container number and seal number, product labels and pallet marks, packaging condition before loading, each stage of loading, final bracing and securing, and the closed container doors and seal.
These records are useful for cargo tracking, consignee confirmation and insurance claims if damage is discovered.
FCL or LCL for Solar Panels?
For commercial quantities, full-container-load shipping is usually preferable because the cargo remains under one shipper’s loading control and is handled fewer times.

LCL can be considered for small orders, but the panels may pass through several warehouses and handling stages. They may also be stored beside dense, irregular or heavy cargo belonging to other shippers.
When using LCL, additional protection may be needed, such as:
• Reinforced wooden crates
• Clear fragile-cargo markings
• No-stacking instructions
• Shock and tilt indicators
• Separate placement from heavy machinery
• Warehouse loading supervision
The decision should consider not only the freight rate, but also the cargo value, packaging standard, shipment size and acceptable damage risk.
