Why Classification Matters

Mascara and mascara brush sets may look like simple beauty products, but customs classification can be more complicated than expected. A shipment may contain filled mascara tubes, built-in applicator wands, replacement eyelash brushes, disposable mascara brushes or several products packed together as one retail set.

Although these items are commercially connected, they may not always fall under the same HS code. For an Indonesia freight forwarder or cosmetics importer, confirming the exact product composition before booking is essential. Incorrect classification can lead to document amendments, additional inspection, customs delays or problems with Indonesian import permits.

What Is Included in a Mascara and Brush Set?

A typical retail mascara product usually consists of mascara liquid or cream, a plastic or glass container, a cap with an integrated applicator wand, a nylon or silicone brush head, an inner tray or retail box, and product labels or instructions.

HS Code for Finished Mascara

Finished mascara is generally classified as an eye make-up preparation. China and Indonesia use the same international six-digit HS subheading, but their national tariff presentation and local import controls must still be checked separately.

Mascara, eyeliner and eye shadow can all fall within heading 3304.20. The commercial invoice should therefore describe the actual product clearly, for example: “Waterproof Mascara, Black, 8 ml per Tube, for Eye Make-up Use.” Descriptions such as “cosmetics,” “beauty products” or “make-up set” are often too general for customs review.

HS Code for a Separate Mascara or Eyelash Brush

A mascara brush sold separately from the cosmetic formula is generally treated as a brush rather than as an eye make-up preparation.

This heading may apply to spiral mascara wands, disposable eyelash brushes, reusable mascara brushes, eyelash grooming brushes and brush-and-comb tools. The first six digits are aligned as HS 960329, while each country applies its own national formatting.

What About HS Code 9603.30?

Heading 9603.30 covers artists’ brushes, writing brushes and similar brushes used to apply cosmetics. The distinction between 9603.29 and 9603.30 depends on the brush construction and principal function. A spiral brush designed specifically for eyelashes is commonly considered under 9603.29, while a conventional eye-shadow or eyeliner brush resembling an artist’s brush may fall under 9603.30.

How Should a Complete Mascara Tube with a Built-In Brush Be Classified?

When the brush is permanently integrated into the cap of a filled mascara tube and imported as one retail product, the mascara preparation normally gives the product its essential character. The complete unit is therefore generally declared as mascara under heading 3304.20 rather than declaring the liquid and built-in applicator separately.

A different analysis may be required when the shipment contains spare brushes packed separately, one mascara product with several replacement applicators, an empty tube-and-brush package without mascara, a gift box containing several different cosmetics, or brushes sold as independent commercial products.

Indonesian Import Requirements for Mascara

Mascara is not only a customs commodity; it is also a regulated cosmetic product. Before cargo leaves China, the importer should confirm whether the product is covered by valid BPOM notification and whether current import documents, surveyor reporting or supporting letters apply to the selected HS code.

· Importer qualification to import and distribute cosmetics

· Valid BPOM notification for the product, brand and variant

· Consistency of shade, formula, packaging size and manufacturer

· Indonesian labelling aligned with the registered product information

· Any required BPOM import approval, surveyor report or supporting letter

· Current restrictions shown in Indonesia’s customs and trade-control systems

Indonesia’s BPOM requirements and trade restrictions can change. The consignee and its appointed customs broker should verify the latest requirements before booking, not after the cargo reaches the destination port.

Documents Commonly Prepared for Shipment

· Commercial invoice, packing list and sales contract or purchase order

· Bill of lading or air waybill

· Product photographs, catalogue and complete product description

· Full ingredient or INCI list and Certificate of Analysis

· Manufacturing licence, GMP-related evidence or Free Sale Certificate when required

· BPOM notification details and Indonesian label artwork

· Safety Data Sheet and transport classification statement

· Certificate of Origin or Form E when applicable

The product name, brand, model, shade, net content, batch information and quantity should remain consistent across the invoice, packing list, BPOM documents and physical packaging.

Is Mascara Dangerous Goods?

Many conventional mascara products can be transported as general cargo, but classification should never be based only on the product name. Some formulas may contain volatile or flammable solvents. Carriers may request a Safety Data Sheet to confirm flash point, alcohol or solvent content, UN number, transport hazard class, packing group, marine-pollutant status and air or sea transport information.

1. Tight sealing: Control cap torque, wiper insertion and bottle closure. Carry out leakage tests before packing.

2. Inner protection: Use fitted trays, partitions or inner cartons so tubes cannot move freely inside the master carton.

3. Moisture protection: Use inner plastic bags, waterproof liners or suitable moisture-control materials where needed.

4. Strong export cartons: Select carton strength according to gross weight, stacking height and the planned handling method.

5. Palletisation for LCL: Palletisation, corner protection and stretch wrapping can reduce crushing and contamination risks.

6. Clear carton marks: Show product name, quantity, batch information, gross weight, net weight and carton number.

Common Customs and Logistics Problems

• Declaring the entire shipment as “cosmetic brushes”: Filled mascara may be concealed within a brush description, causing a mismatch with regulated cosmetic requirements.

• Declaring separate brushes as finished cosmetics: Replacement brushes imported independently may need classification in Chapter 96 rather than Chapter 33.

• Shipping before BPOM documents are ready: Cargo can arrive while notification or import documentation is still being arranged, creating storage and demurrage exposure.

• Inconsistent product descriptions: The invoice, notification, labels and physical goods may show different brands, sizes, shades or manufacturers.

• Incorrect set quantities: The packing list may show only retail boxes without identifying the quantity of each component inside the set.

• Ignoring the formula: A general-cargo quotation may later become invalid when the SDS reveals a transport restriction.
