Shipping Wi-Fi Routers from China to Indonesia

Wi-Fi routers, mesh systems, 4G/5G CPE devices and industrial gateways are widely sourced from China for homes, offices, retail networks, hotels and telecommunications projects in Indonesia. For an Indonesia freight forwarder, the physical cargo is usually manageable; the real risk is documentation and product compliance.
Indonesia regulates telecommunications equipment by product type and technical standard. Under Indonesia Ministry of Communication and Informatics Regulation No. 3 of 2024, a telecommunications equipment certificate confirms that a product type complies with the applicable technical standards. The same regulation provides administrative measures for uncertified or non-compliant products, including warnings, fines, seizure and product recall. [1]
Before booking space Ask the importer to confirm the exact brand, model, Wi-Fi band, cellular bands (if any), hardware version, power adapter specification and whether the device contains a lithium battery. One commercial name may cover several technically different versions. |

· Mesh Wi-Fi systems supplied as two-unit or three-unit retail packs.
· 4G/5G LTE CPE routers with SIM-card slots and cellular radio modules.
· Industrial routers and gateways for factories, security systems and IoT projects.
· Portable MiFi devices, some of which contain rechargeable lithium-ion batteries.
· OEM/ODM routers supplied under the importer’s own brand.

Wireless routers normally fall within Indonesia’s telecommunications equipment compliance framework. The importer or appointed local certificate holder should verify that the exact product type is covered before commercial import and distribution. The official certification service is administered through Indonesia’s communication and digital authorities. [1][4]
· The certificate, product label and shipment documents should use the same brand and model identification.
· Technical data should show the Wi-Fi frequency bands, transmit power, standards supported and cellular bands where applicable.
· A change in radio module, chipset, hardware revision or frequency capability may affect whether an existing certificate covers the shipment.
· For OEM products, the brand owner and certificate holder should align the commercial brand, factory model and certificate model before production.
Routers are commonly considered under HS heading 8517, and routing or data transmission apparatus is often classified within subheading 8517.62. The final Indonesian tariff code must be confirmed against the actual functions, interfaces and technical specifications under the applicable BTKI tariff schedule. [3]
· Commercial invoice and packing list with consistent brand, model, quantity, unit value and country of origin.
· Bill of lading or air waybill with an accurate cargo description.
· Product datasheet, user manual and clear photos of the product, label and packaging.
· Relevant telecommunications certificate and label information confirmed by the Indonesia importer.
· Certificate of Origin / Form E when the shipment is eligible and the importer plans to claim preferential tariff treatment.
· UN38.3 test summary, MSDS and battery declaration for portable routers or backup-power models containing lithium batteries.
· Brand authorization or supporting documents where the importer, consignee or customs broker requires evidence for branded/OEM cargo.
Do not use a vague description Descriptions such as “electronic products,” “network device” or “Wi-Fi equipment” may be too broad. A clearer description is “wireless router, model XXX, without battery” or “4G LTE CPE router with power adapter,” subject to the actual product. |
Routers are light but relatively high in value. Antennas, plastic housings, ports, retail boxes and power adapters can be damaged by compression, moisture or uncontrolled movement. Good export packing should protect both the device and the sales packaging.
1. Retail protection: Use molded pulp, foam or internal cardboard supports so the router, antennas, adapter and cable cannot move inside the retail box.
2. Master cartons: Use strong corrugated cartons sized to prevent retail boxes from shifting. Avoid excessively large cartons filled only with loose material.
3. Moisture control: Use inner polybags or suitable protective wrapping and add desiccants when required, especially for long sea voyages and humid destinations.
4. Palletization: For LCL or fragile retail packaging, palletize cartons, apply corner protectors and stretch film, and keep carton labels visible.
5. Carton markings: Show item/model, carton number, quantity, gross/net weight, dimensions, country of origin and handling marks consistently with the packing list.
6. Mixed models: Separate different models and hardware versions by pallet or clearly marked carton group to make inspection and customs verification easier.

CBM accuracy matters Router cartons are often lightweight but voluminous. For LCL cargo, freight is commonly calculated by chargeable volume or weight. A small difference in carton dimensions multiplied across hundreds of cartons can materially change the quotation. |
Best for samples, urgent replenishment, launch orders and high-value shipments with tight delivery deadlines. Battery-containing portable routers must be identified before quotation because carrier acceptance, packing instruction and documentation can differ from ordinary cargo.
Suitable for smaller commercial lots. Because cartons may be handled several times at origin CFS, transshipment points and destination CFS, palletization and moisture protection are strongly recommended. Confirm destination charges and warehouse handling rules before booking.
Suitable for larger volumes, mixed networking products or regular distribution orders. FCL reduces intermediate handling, but loading plans should avoid empty spaces, unstable stacks and excessive pressure on lower cartons.

1. Certificate-model mismatch: The certificate refers to one model, while the invoice, carton label or device label shows another model or suffix.
2. Frequency or module inconsistency: The product shipped supports different wireless or cellular bands from the technical documents submitted for approval.
3. Hidden lithium battery: Portable routers or backup models contain batteries, but the cargo is declared as ordinary non-battery electronics.
4. Mixed hardware versions: Different chipsets or hardware revisions are packed under the same sales name without being clearly separated.
5. Incorrect HS code or vague cargo description: The declaration does not accurately describe the routing, cellular or data transmission function.
6. Unverified importer readiness: The consignee has not confirmed import licensing, certification ownership, label requirements or customs-document expectations before departure.
7. Weak export packing: Retail boxes are crushed during LCL handling, or cartons absorb moisture during a long voyage.
8. Late document correction: The shipping documents are amended only after manifest submission or vessel departure, increasing delay and cost.
Compliance is model-specific A certificate for a visually similar router should not be assumed to cover another model. Always let the Indonesia importer or its authorized compliance specialist confirm coverage in writing before shipment. |

7. Coordinate destination clearance: Share final documents early with the Indonesia agent or customs broker and resolve discrepancies before arrival.
